Archer alludes to the creation of the Prime Directive when he decides that he shouldn't interfere with the Valakians by giving them the cure. However even if the Prime Directive was in existance at the time, the non-interference aspect would not apply in this case, as the Valakians had already developed space flight and had contacted two alien races, so it was they who sought out contact with alien races. Even if the Prime Directive had applied to the Valakians, the damage would already have been done by their contact with the Ferengi and others.
   
In response to a previously reported goof. Although the two races do not speak the same language it is not stated that the "lesser" race can't learn the same language. They probably just choose to use their own language.
   
While talking with Dr. Phlox in order to learn/practice Denobulan, Hoshi refrers to her notes for how to say "Well, are you?" This seems sufficiently common and trivial that it's hard to justify, given what a language expert Hoshi is, and how advanced she must be in order to carry on the fairly complex discussion this is a part of.
   
It seems odd that the "lesser" race can pick up and understand English in the course of the day, but haven't learned the "superior" race's language in the course of millennia.
